One of the striking examples of effective interaction with local executive bodies is our participation in the formation of budget applications from the administrations of the akimat. In other words, we ourselves determine the priority of the distribution of financial flows.
All this happens 2-3 months before the adoption of the budget. Members of the four commissions on an ongoing basis request information from the audit commission on the control measures carried out on the execution of the city budget. There is always a discussion of certain issues regarding the allocation of money very actively, and the meetings to which the Akims of the districts, the deputies of the capital, administrators of budget programs are invited, continue for several hours.
Many of the declared articles of expenses are sent for adjustment. Have you already approved the budget of this year, what does it look like? What will the funds be directed to? In this regard, we adopted and successfully implemented the practice of distributing budget applications from state bodies to the coordination and approval of the budgetary commission, which includes directly the chairman of the maslikhat.
Before considering budget issues, in 2-3 months we begin to consider budget applications, independently determine the priority areas of expenses and develop effective financing offers. A lot of work by the Maslikhat deputies was carried out when discussing the budget for the next three years. Work on the preparation and discussion of the draft budget was carried out for two months.
It took into account all aspects of the development of the city. In the course of its preparation, for the first time, taking into account the priority areas of expenses, we developed effective proposals for the distribution of financing for the completion of the construction of kindergartens, social housing, clinics, palaces of schoolchildren, ambulances and much more. Financing was also directed to the implementation of measures providing for the fight against drug addiction, the prevention of bullying and suicides.
I can say with confidence that the main financial document of the capital is socially oriented. During personal receptions of citizens, direct broadcasts on social networks, we hear certain requests for the improvement of the city. Therefore, we try to ensure that the wishes and orders of the Astana residents do not go unnoticed. In addition, there are elected promises of our single -mandate deputies that must be fulfilled, there are party obligations - these are roadmaps in different directions.
A lot of questions come through the Ikomek service, which are either solved on an emergency or laid in future projects. The Maslikhat website published the Watsap-number of deputies, where the townspeople can quickly throw their questions and problems. Did you replace electronic appeals with this live connection? From the beginning of the work of the 8th convocation, public reception of maslikhat has been operating. Each deputy is obliged to accept citizens on a special schedule during his authority. In general, each single -member deputy holds three receptions - in his district, in the public reception party, from where he was nominated, and the third reception - in the public reception of Maslikhat.
Once a month, the deputy also holds citizens of his district. These so -called outskirts in recent years have been under our constant attention. With pride, I can say that Maslikhat, together with the akimat of the city, carried out a large amount of work, which was not done in 20 years. This is lighting, and roads, and sewage, and improvement. This year, the construction of comfortable schools begins - so, 5 of them will be in residential arrays.
In the city center, a middle resident receives 36 types of social services. That is, when a beauty salon, a pharmacy, a car wash, a cinema, bazaars, a shopping center and other objects are in walking distance. This is a world standard under urban urban urban. So, we promoted - on the outskirts of the year, tenants received 7 types of services, but today - but this is not enough, so we work on.
They began to develop a comprehensive plan for the development of residential arrays for the next 3 years. Let us take into account all the proposals and comments of the inhabitants, they mainly relate to water supply, sewage and gasification. Access to information about the activity of maslikhats for society is very wide.All our meetings and sessions of Maslikhat are held on live broadcast mode. In August last year, we developed and approved the appropriate media plan for each deputy, the execution of which is necessary to inform residents of the capital about the work done. On the basis of this document, ratings of deputies will be drawn up.
The media plan consists of three blocks: "party activity", "deputy activity" and "information support". Now we see who is actively working, takes part in sessions and visiting meetings. We plan to publish the results in the public domain. Therefore, each deputy should understand that if the people are not pleased with them, then he will be able to withdraw the mandate. In addition, together with the akim of the city, Zhenis Kasymbek, we are actively meeting with activists, social activists, our voters.
Then we develop specific action plans. The average age of our deputies is 35–36 years old, these are really working people who understand the aspirations of the people, none of them are indifferent to the problems of the city. Taking this opportunity, I would like to thank my colleagues for effective fruitful work. This decision not only contributed to strengthening the economic potential of our region, but also allows you to get a business out of the shadow.
For many business entities, this allowed to reduce tax expenses and invest their funds in business development, and these are new jobs and the quality of the services provided. In general, the list of types of services rendered does not cause complaints, however, those who, by the nature of the activity and on the profit received, should not have been included in this list.
I was invited to create a working group, which included Maslikhat deputies, representatives of the Department of State Revenues and the House of Entrepreneurs. They will deal with adjusting the list. Otherwise, we risk encountering the lack of money to the city budget. Last week, at one of the meetings, it was decided to consider the possibility of opening mini-centers for supporting entrepreneurs in each of the five regions of Astana, where they will be able to get a number of necessary services, consultations on the submission of tax returns and reports, as well as on loans and state programs.
Did you manage to solve a lot from the moment of receiving deputy mandates? We constantly keep the progress of the construction of all social facilities, check their equipment, go to the construction sites. By the way, in the first year of work of the 8th convocation, we held more field meetings at which we see what is called “live” problematic issues. Many of them, regarding the social sphere, were decided by deputies during visiting meetings on the basis of the general plan, in order to make the wishes of the townspeople into the general plan of Astana in real time.
It is known that the initial forecasts regarding the growth of the population of the capital were irrelevant, in connection with this the document has undergone significant changes. As a result, the general plan was adopted and approved. At the initiative of deputies of the capital's oligat, the amount of housing certificates from one to one and a half million tenge was increased, the category of their recipients was expanded.
The decision was approved on an increase in the number of medical institutions to five. Since the beginning of the year, it is planned to increase one -time payments to the day of persons with disabilities. It will amount to 69 thousand tenge for people with disabilities of group I, 34.5 thousand tenge for group II and 17 tenge for group III. The issue of building a medical building in the territory of the rehabilitation center for the elderly, disabled and children with disabilities located in the Burabay district was initiated.
The decision was made and supported to cover in the year 3 people with the average cost of a service per person thousands of tenge, using a flexible prosthesis. Together with the akimat, a number of complex development plans for the next 3 years in various fields were developed and implemented. For example, a comprehensive development plan for the healthcare system, in which we allocated funds for the overhaul of medical facilities in which the repair was not carried out since their construction.
The necessary modern equipment was purchased, an increase in salaries and other payments to people in white robes were supported. Literally at the end of last year, the updated buildings of several clinics and city hospitals opened their doors for the townspeople. From the beginning of the work of the 8th convocation, a plan of measures to combat crime, ensuring public order and security in the capital for the years that provides for the acquisition of the necessary vehicles, equipment for the operational determination of narcotic substances has been implemented; construction of precinct and modular police points; installation of video surveillance cameras; Repair of a sports complex for law enforcement officers and much more.
A similar plan with the emergency department is successfully implemented.We understand that for fire safety in the capital, which is built up with skyscrapers, special equipment is needed, and the personnel are necessary for uniforms and equipment. It is necessary to build modern firefighters in the residential arrays of the capital, we have 16 of them, and many of them need the operational arrival of rescuers in the event of fires.
We carried out major repairs in all old fire units, including at the expense of deputies - heads of construction companies. With their help, several police points were built according to Western standards. By the way, my colleagues and I visited the Aktobe region, where some time ago we began to build inexpensive modules of fire units. They are built in an Angarsky type format, which differs in a lower cost compared to our fire units.
The complex provides for: a training tower, a sports ground, gas stations, a water tank, a checkpoint, a hangar for special equipment and much more. In the future, we will build and install the same typical buildings in Astana residential arrays. Fire depots are completely suitable for our climatic conditions and requirements of the capital's rescuers. Currently, 12 fire units operate in the capital, there is an urgent need to build current practices and population growth in the city such a step seems necessary to comply with the standards and ensure security.
We do not forget about the social component of our rescuers - we supported the allocation of certificates for the purchase of housing, their children relax in the camps during the holidays and much more. We are actively working with our aksakals. To improve the conditions of older people living in Astana up to a year, we developed the plan-event "Active Longevity". The software document provides for: providing free legal assistance, increasing financial literacy, conducting charity events, exhibitions-sale, products manufactured by pensioners, fair-match fairs, opening special medical rooms in clinics and much more.
